Bylaws
Below are our bylaws. We encourage prospective members to review them before joining our association, and current members to consult them for details on how our association operates. Please contact us if you have any questions.
Our bylaws outline the constitution of the Bucks County Fire Police Association, covering key aspects such as:
- Name and Objectives: Defining the association and its goals, focusing on governing membership, improving the Fire Police Service, and promoting public and member safety.
- Elected Officers: Detailing the roles and responsibilities of officers including President, Vice Presidents, Secretary, Treasurer, Trustees, Chaplain, and Commissioner, as well as the election process and term lengths.
- Membership: Describing various membership types (Active, Individual, Life, Honorary), eligibility requirements, and the process for joining the association.
- Meetings and Committees: Specifying the schedule and conduct of meetings, including annual and regular sessions, as well as outlining the standing and ad hoc committees within the association.
- Dues and Grievances: Addressing membership dues, payment deadlines, and the process for handling grievances or charges against members.
- Amendments and Rules of Conduct: Providing procedures for amending the bylaws and establishing general rules of conduct for members.
- Dissolution: Outlining the process for dissolving the association and distributing assets.

Below is a list of legislation that is applicable to fire police officers. Check out the state association website to learn more.
- Title 35 - State law granting special fire police officers the authority to act in emergency situations and perform other duties in Pennsylvania.
- NFPA 1091 - Voluntary consensus standard applying to any individual who performs traffic control duties at incident scenes, regardless of their agency or discipline."
- PUB213 - Pennsylvania has adopted the MUTCD and created PennDOT Publication 213, Temporary Traffic Control Guidelines, to supplement its information. Publication 213 provides diagrams of typical work scenarios and minimum desired applications.
- MUTCD - Document issued by the Federal Highway Administration (FHWA) of the United States Department of Transportation (USDOT) to specify the standards by which traffic signs, road surface markings, and signals are designed, installed, and used. In the United States, all traffic control devices must legally conform to these standards.
- 1977 Act 83 - Pennsylvania law protects volunteer firefighters, fire police, and ambulance or rescue squad members from termination or discipline if they arrive late to work after responding to a call before their shift begins. This includes a reasonable amount of time to change clothes upon returning from the call.
- Title 75 Subchapter D & Section 4572 - Pennsylvania laws authorizing volunteer fire police to use red/blue lights and/or sirens on vehicles to assist in performing their duties.
- NIMS - The Homeland Security Presidential Directive 5 (HSPD-5), signed in 2003 by President Bush, established the National Incident Management System (NIMS) and required minimum training for all people involved in emergency incidents.
- HazMat - The Occupational Safety and Health Administration's (OSHA) 29 CFR 1910.120 establishes training requirements for personnel who may encounter hazardous materials incidents, including emergency responders.
